The matters of increase of the quality of school lessons of physical culture were placed on the highest level with participation of state leaders as it used to be in particular on the first All-Russian sports forum "Russia - sports power" (Kazan, 2009). By estimation of most experts speaking on the forum, the level of conducting lessons does not correspond to call of the times. Then this fact was replicated by many editions and mass media causing a number of practical steps in modernization of school physical culture.
 
By the analysis of the problem in scientific-methods aspect the contents of the lesson of physical culture and requirements to it have been discussed with different activity in the course of all years of teaching physical culture at school. Thus high level of development of theory and methods of the lesson has been achieved in many aspects. However in mass practice of teaching physical culture it is usually hardly possible to realize theoretical-methods achievements. One of the reasons is insufficiently precise on federal level standard requirements to the lesson, consolidating achievements in pedagogics and advanced practice.
 
This consequence not only decreases effectiveness of teachers' vocational activity but also distributes the power of researchers working at problems of school physical education, results in excessive accumulation of information volume, distracting from conceptual generalizations and creation of effective pedagogical technologies. Introduction of the third lesson of physical culture due to hopes fastened on it has actualized the problem even more.
 
In view of achievements of the next period and based exclusively on scientific-methods substantiation of statements in specialized literature the state of practice and social order formed in the standards of the second generation it is assumed advisable to allocate and discuss in the form of the next code of basic requirements to the lesson of physical culture.
