The purpose of the present research was to carry out a theoretical analysis of the modern concept of modernization of the system of vocational training. It is required to bring it to correspondence with the real requirements of key industries, culture, service industry, army, state service etc. Thus a system of forecasting labor market requirement in experts of different qualifications should be created. Providing these needs is associated with availability of professional mass education aimed at formation of not only professional skills and knowledge but also world outlook of future experts.
 
According to theoretical analysis the content of education depends on the purposes of education and represents a combination of social experience to be mastered by new generation; training youth for production of social life, material and spiritual cultures; training for creative cultural development. Depending on certain targets, needs, conditions it is to be specified on three levels: 1) theoretical; 2) school subject; 3) teaching material. Such a component as experience of emotional-value attitudes is assumed to be priority in the contents of education (both on the federal and regional levels) The contents of education stipulated by social order determines the motives of teacher's activity. The latter facilitate teacher's awareness of the purposes of his activity. Then teacher forms the motives of pupils' work that are the subjects of the educative process with it. The motives of teacher's and pupil's work should be correlated and interdependent.
 
According to their motives and purposes teacher and pupil realize corresponding to each of them work by available means.
 
Correlation and interdependence of the motives of work of subjects of education make their purposes connected. It results the necessity of their achievement in cooperation provided by organizational forms.
 
The knowledge of the mechanism of mastering promotes capacities for teacher's control over pupil's educative activity and correction of his actions by changing the forms of organization of pupils' activity.
