The purpose of the present research was to reveal opportunities of project approach to modernization of higher education and, in particular, reforming of the university discipline "Physical education".
 
In the present paper the authors focused on such a use of projects in the field of physical culture and sport, when they are introduced in the already active organizations (e.g. on reforming of the university discipline "Physical education", reflected on the quality of training experts of different profiles). Thus realization of the project promotes both improvement of the process of physical education of Ukranian students and modernization of higher education as a whole. Herewith the project is to consider individual features of expectations of the project initiator and satisfy the requirements to the structure and order of conducting works.
 
Since the projects represent an activity with time limits they introduce the element of instability in the organizational system, created to reproduce repeated actions. Therefore while designing organizational structures there is always a question of the necessity for the existing organization in full reformation in compliance with the project requirements with all the consequences. Or should organization of the project join the existing organization structure of the client?
 
The second solution can provide stability of the existing system, but it will decrease effectiveness of realization of the project. This question determines the dilemma of design of organization structures to realize projects. Its solution is complicated as project realization requires correlation of different client subdivisions.
