Background. In the situation of the growing competitiveness of the academic services in the regional educational systems, a special priority is being given not only to the knowledge and skills of the graduates to secure their competitiveness in the labor market and social progress on the whole but also to their physical health standards secured by a variety of academic physical education, sports and health services. This is the reason why the national universities strive to improve the quality and range of the health services provided to the students and faculties in the context of the relevant social responsibilities and government policies [1-3].

The modern academic health and sport service system is expected to offer at least the following basic assets and services: gyms, swimming pools, ski lodges, preventive care clinics, first aid stations etc. It is not uncommon today that the advanced academic health and sport service system offers in addition a network commercial service centers to support the educational process, with their multiple sport sections, health and body conditioning groups, different fitness services, intellectual game groups, modern gyms and training machines etc.

It may be advantageous today to have the university sport infrastructure integrated in the municipal health service system to improve the quality and range of the local health services, support the volunteer training system, promote modern sport culture and motivate students for contribution to the 2019 (XXIX) World Winter Universiade in Krasnoyarsk. This global event will be in need of a high quality volunteer service and the relevant human resource for success. The academic and municipal authorities need to join their efforts to effectively build up and manage the available sport and health facilities of the university and city for hosting top-ranking sport events like the 2019 (XXIX) World Winter Universiade in Krasnoyarsk. 

Objective of the study was to analyze the demand-and-supply situation in the Krasnoyarsk academic sport infrastructure in the context of the upcoming global sport event.

Methods and structure of the study. For the study purposes we analyzed the academic sport infrastructure services at seven Krasnoyarsk universities in the 2016-17 academic year using the following performance criteria: number of mass student sport events per year; services provided by the academic sport facilities to the mass municipal sport events in Krasnoyarsk; health and sport services provided to the local communities; services to different mass student sport events; demand-and-supply situation in the academic system of Krasnoyarsk etc.

Study findings and discussion. Analyzed in the study, among other things, was the supply of academic sport assets in the context of the upcoming 2019 (XXIX) World Winter Universiade in Krasnoyarsk: see Table 1.

The study estimated the total supply-to-demand ratio of the Krasnoyarsk academic system at 53%. This relatively high figure is largely due to the contribution of the three leading regional universities (SFU, SSAU and SLI) whilst the actual supply-to-demand ratios of the other universities vary around 20% only. The study data are therefore indicative of the still poor supply of sport facilities in the Krasnoyarsk academic sport system.

A special subject to the analysis was also the actual popularity of the mass academic sports and health services in the Krasnoyarsk academic sport system, with the sporting student population estimated to average 37.1% in the system.

The academic sports were found the least (15%) and most (50%) popular in KSAU and SSAU, respectively: see Table 2.

Based on the study data and analysis, we offer the following Krasnoyarsk academic sport service system design and operation model: see Diagram 1 hereunder. The model presents the key service missions of the local sport assets including educational, applied, mass sport, recreation and health ones. The service missions are intended to facilitate the academic physical education and sport process and encourage the volunteer movement to successfully host the 2019 (XXIX) World Winter Universiade in Krasnoyarsk.

Conclusion. The academic sport infrastructure demand-and-supply situation analysis in the socio-education aspect will help activate the academic mass sport movements and encourage the local sport infrastructure development projects.
