WAYS OF INCREASE OF EFFECTIVENESS OF WORK OF PUBLIC SPORTS COMPLEX

Introduction. According to the data of Ministry of Sports of Russia for 2011, sports and fitness facilities in the Russian Federation amount to 254 thousands, and the number of the ones engaged in physical culture and sport is less than 21% of the population [1]. The strategy of development of physical culture and sport until 2020 presupposes increasing the number of engaged citizens of the Russian Federation up to 40% [3]. More people can be involved in physical culture occupations in case of constructing new sports and fitness centers and improving performance and effectiveness of existing systems. The federal target program of development of physical culture and sport for 2006-2015 assigns the allocation of public financing to construction new facilities and modernize the existing infrastructure, but can not cover all public sports complexes [2]. Hence, the study revealed the contradiction of the need for increase of the ones who train and insufficient efficiency of the use of sports and recreational complexes. The search for the ways of attraction of as many people as possible to the classes of physical culture and sport is required along with improvement of work of the operating sports complexes.

The purpose of the research was to increase socioeconomic effectiveness of work of sports complex using expansion of the range of services and perfection of material and technical basis.

Materials and methods. The preliminary analysis of literature and legal base on the problem of the research revealed the contradiction between the main guidelines of the strategy of  development of physical culture and sport in the Russian Federation  and the growth rates of the number of the ones doing sport.

The tasks solved in the present study were as follows: identify the peculiarities of organizational management of sports complexes; characterize organizational management of the sports complex "Swimming" of the departmental federal agency; to identify the needs and interests of the involved; to evaluate the socio-economic efficiency of the sports complex and to determine the ways to improve it.

The tasks were solved using the following research methods: literature analysis on the problem of the study, analysis of legal documentation, organizational and educational supervision; survey (questionnaire, the total of the interviewed - 317 people - 214 men and 103 women), organizational and administrative modeling, development and managerial decisions (​​over 15 management decisions taken within 2 years to improve the socio-economic efficiency of the sports complex, where over a half relate to the material and technical base); methods of mathematical processing of the findings. The study was organized based on the sports complex "Swimming" of the departmental federal agency.

Results and discussion. The realization of the stipulated activities on correction of management of the "Swimming" sports complex promoted:

  • an increase of the ones who train by 8,9 %, including the number of the ones engaged in physical training and athletes of specialized children’s sport schools of Olympic reserve - by 3,6 %.
  • raise of the gain of the sports complex by 15,6 % and of the range of subjected types of service from 20 to 24.

All in all, economic effectiveness increased by 19,4 %, profitability of the basic fund- by 18,8 %, efficacy of labour resources – by 7,5 %, profitability of sales - by 4,45 %

In conclusion, it should be also noted that a more thorough renovation of the sports complex is being carried out at present in view of the opinion of the respondents surveyed, along with planned staffing measures.

In 2013, after a complete overhaul, purchase of new equipment, installation of video billboard and staffing measures the Sports Complex "Swimming" opens its doors to visitors, and we are confident that the number of involved in physical culture and sport will increase, thereby increasing the efficiency of the complex.
