Modeling Club Work of Sports-Related Autonomous Educational Establishments

Introduction. Physical culture and sport as a social institution and as a specific type of professional activity, which renders a strong influence on the development of a healthy society, is currently undergoing profound structural and qualitative changes. New approaches to the organization of physical culture education and training process become more popular [2].
The documents adopted by Russian government, in particular the Federal Law "On Physical Culture and Sports in the Russian Federation” (№-FZ of 2007), designed to improve physical health of Russian citizens, contribute to the improvement of the efficiency of development of physical culture and sport in the Russian Federation. The key points are formation of the desire for healthy lifestyle among the citizens, care of the younger generation, development of all elements of the social infrastructure and creation of the conditions for physical training as one of the elements of healthy lifestyle.
The urgency of the problem is determined by the fact that one of the main tasks of the state during the modernization of Russian society is the comprehensive care of the safety of life and health, physical development and education of children, adolescents and youth and the promotion of their healthy lifestyle.
In this regard, there is a need to develop the methods and tools of club physical culture and sports activity for children, adolescents, youth and adult population [1].
Children's sports schools have always been perceived as establishments of additional sports-related education. However, new social and economic conditions demanded that children's sports schools should expand the list of sports and health-improving services and attract wider population to sports activities on a commercial basis in order to provide additional funding for these organizations.
The idea of justification and implementation of sports club as one of the optimal forms of physical culture and sports activities in the educational organization was proposed by I.I. Pereverzin (1994). B.N. Vinokurov (2004) and S.V. Kushchenko (2005) consider sports club within the framework of elite sport. Health-improving sports clubs activities were represented in the paper of I.L. Khalturin (2004), the activities of commercial sports organizations - in the paper of N.N. Voskresenskaya (2003). However, the problem of creation of club forms in the structure of children's sports schools requires the consideration in the scientific literature.
The purpose of the research was to develop and scientifically substantiate the structural and functional model of the content and organization of the activity of sports-related autonomous organizations on the basis of club forms that would provide additional funding for health and fitness activities in these establishments.
Results and discussion. Currently, it is getting more popular in the management system of physical and sports education to model various aspects of training activity, since the model provides a simplified image of an object or a phenomenon schematized in a certain way.
In this study we attempted to develop a structural-functional model of the club physical culture and sports activity in a sports-related autonomous educational establishment (Scheme 1).
Our proposed model provides three main blocks: organizational, educational sports and administration block.
Scheme 1. The model of club activity in a sports-related autonomous educational establishment
All the components (blocks) of the model of club activity of a sports educational establishment are interrelated and aimed at the achievement of the main goal of improvement of the efficiency of health and fitness activities of the organization, as well as the formation of sports culture and healthy lifestyle.
The organizational block provides for the development of necessary regulatory and procedural documents. First of all, a non-profit organization can be created as a part of an existing legal entity or as a separate legal entity.
We suggest the option of establishing a sports club on the basis of an existing legal entity - a sports-related autonomous educational organization.
The following documents are needed to create a sports club:
- The resolution of the Founder on the establishment of a non-profit organization
- The Charter of autonomous non-profit organization (sports club)
- The Minutes of the first meeting of the Club Board.
The Regulations of the sports club define the activities of the sports-related municipal autonomous establishment on the development of physical culture and sports among students, parents and other population categories on the basis of club work.
The Regulations include the goals and objectives of the club, as it is a regulatory document, it contains the information on the organization of club activities, the content of the club work, the rights and duties of club members and the material and technical base and sourcing of the club.
Another fundamental document is the program of activities of the sports club.
The program of activities of health and fitness club is defined as a set of four components: content and plan; main provisions and objectives; summary of activities and list of people in charge. The program is designed to give substance to the previously developed regulatory framework.
The second structural unit of the model is the administration block. We have proposed a system of club management in the form of a general meeting (the board) which involves the representatives from the parents' committee and from students and coaches.
The direct supervision of the sports club is carried out by the chairman of the club, assigned by the director of the sports-related municipal autonomous establishment on the proposal of the teachers' council of this establishment.
The Board hears reports on the organization of work in sections, groups, amateur associations, etc, considers the work plans, the schedules of club sports events, cost estimates and club normative documents and in accordance with the procedure submits them for approval to the administration of the autonomous educational organization.
The third block - the educational and sports block - provides classes for the students in compliance with two modules: the main module, which includes different stages of sports training, and the club module, which includes health and fitness activities.
The Federal Law "On Physical Culture and Sport in the Russian Federation" (Paragraph 6, Article 33) stipulates that, in addition to the activities in the field of physical culture and sport and the programs of sports training, based on the federal standards of athletic training, additional educational programs in the field of physical culture and sport should be implemented in the educational institutions of additional education of children.
The Law "On Education in the Russian Federation" establishes the following educational programs in the field of physical culture and sport:
– the additional conditioning programs in the field of physical culture and sport, which are aimed at physical education of an individual, identification of gifted children and providing them with basic knowledge of physical culture and sport (the programs of physical education and health and fitness programs). These programs will be implemented in multi-profile sports-related institutions of additional education of children;
– the additional pre-professional programs in the field of physical culture and sport, used to find gifted children and create conditions for their physical education and physical development, provide them with the basic knowledge and skills in the field of physical culture and sport (including chosen sport) and train them for mastering of different phases of sports training;
– the integrated educational programs in the field of physical culture and sport, which include educational programs of basic general and secondary education, combined with the additional pre-professional educational programs in the field of physical culture and sport, which are supposed to be implemented primarily in sports-related boarding schools, as well as in education centers, such as "Sambo-70".
We also suggest the additional club module which includes the following areas of work:
- mass sports events (festivals) for students and their parents;
- health and fitness activities on various sports being fostered;
- recreation activities for senior groups;
- rehabilitation activities for persons with disabilities.
Conclusion. The club forms proposed within the experiment should contribute to additional funding of the sports organization, increase of the number and quality of physical culture and sports events held within the structure of specialized children's sport schools, involvement of broad masses of the population in the physical culture and sports activities, enhancement of physical fitness of students, health related quality of life of sports club members.
