Objective of the study was to based on a systemic analysis of current federal documents defining the development of physical culture and sports, clarify the target guidelines for the development of the system of children's and youth sports, which will make it possible to specify the requirements for the creation of a unified sports and educational space.
Methods and structure of the study. The information base for the study was the laws and regulations of the Russian Federation, official federal documents on strategic planning for the development of physical education and sports, additional education, children's and youth sports, official statistical materials of the Ministry of Sports of Russia, Federal standards for sports training by sports, and official program and regulatory documents.
Results and conclusions. Comparison of target guidelines in federal strategic planning documents shows significant differences in goal setting, which significantly complicates the formation of a single sports and educational space. There is an obvious transformation of target guidelines and standard indicators regulating the requirements for the level of sports training of students in the system of children's and youth sports towards the requirements for their professionalization.
An obvious contradiction has arisen in the normative and methodological support for the preparation of a sports reserve and the conditions for the mass involvement of children in the system of children's and youth sports. It is necessary to bring the program and regulatory support in line with the different goals of the system of children's and youth sports.
