The role of the commissioner for children's rights in the development of adaptive physical education and sports

Introduction. Adaptive physical culture and sports are an important area of physical rehabilitation and social adaptation of children with disabilities in modern conditions [3]. In order to implement and ensure their rights, the Children's Rights Commissioners received appeals from citizens in 2019-2023, the analysis of which showed that a significant part of them were issues of accessibility to children with disabilities to engage in adaptive sports and physical education, as well as issues of the lack of appropriate conditions, premises, necessary sports equipment and specialized specialists.
The purpose of the study is to analyze the role of the children's rights commissioners in solving the main problems and the long–term development of adaptive physical culture and sports in modern conditions.
Methodology and organization of the study. The implementation of research tasks was achieved on the basis of an analysis of statistical data from the Federal State Statistics Service for 2019-2023, annual reports on the activities of the Commissioner for Children's Rights under the President of the Russian Federation for 2019-2023.
The results of the study and their discussion. The main trends observed over the past five years in the development of adaptive physical culture and sports, including in rural areas, were identified. Despite the positive changes, the following can be identified as the main ways of long-term development:: 1) improving the methodology for collecting statistical data on the number of children involved in adaptive physical education and sports in order to determine the amount of per capita financing and basic costs in the implementation of state programs; 2) determination of the need for specialized specialists in order to increase the control figures for admission of applicants in the relevant areas [2]; 3) creation of regional centers for the development of adaptive sports and physical culture in each subject; 4) development of standard regulations for the mechanism of interaction between parents with children with disabilities, medical organizations, sports organizations, medical bureaus-social expertise for the implementation of measures provided for by the IPRA for the subjects of the Russian Federation [1]; 5) creation of a register and a system of support and encouragement for non-profit and commercial organizations providing services for the rehabilitation of children with disabilities by means of adaptive physical culture and sports.
Conclusion. The study of the activities of the Commissioners for the Rights of the child, due to their special legal status, allows us to analyze, comprehensively assess and summarize the problems in the field of adaptive physical culture and sports in order to further take into account the implementation of state policy regarding children with disabilities in modern conditions.
