The heritage concept in the sphere of sports management has evolved from the early ideas on mutual benefits for the host city (country) to the trends of the strategic development of stable long-term plans of heritage [2].

Notwithstanding the variety in approaches to structural components of heritage of big sport events, the authors agree on the fact that one is to take into account all population groups, both material and intangible, from the phase of the application campaign to minimize negative consequences and maximize positive ones [3 , 4].

The problem of using sports facilities and other objects after big sport events (Olympic games, Winter Olympic games, World Universiade etc.) remains one of the most acute in the modern Olympic sport nowadays.

The purpose of the study was to analyze the components of the heritage of the XXVII World Summer Universiade-2013 and allocate the priority directions of development of Volga region state academy of physical culture, sport and tourism.

There are examples of both success and failure in the use of facilities having been built for big events in the scientific and methodological literature.

For example, the Main Media Center of the Winter Games 1992 (Albertville, France) in La La Lechere and the International Radio and Television Center in Moutiers were transformed after the Olympics, and now there are a cultural center, a gymnasium and a shopping center there. And the modern stadium with a seating capacity of 50 000, built in Nagano (Japan) for the opening and closing of the XVIII Olympic Winter Games in 1998, now is just empty [1].

As a part of the preparation for the XXVII World Summer Universiade 2013 in Kazan, at the level of the Government of Russia, there was approved the Concept of "Sports legacy of the XXVII World Summer Universiade 2013 in Kazan”, with one of the main goal being the establishment of the innovative sports and educational ground - the Federal State budget institution of Higher professional Education "Volga region state academy of physical culture, sport and tourism".

In order to ensure the long-term sustainable development of the legacy of the World Universiade 2013 the development program for Volga region state academy of physical culture, sport and tourism was designed, which involves the development of the Academy from 2013 till 2020 to the level of one of the leading physical education and sports institutions of the Russian Federation.

Taking into account the problems and the main trends in the field of the academy activities, the interests and priorities of development of the functional territory of the academy; realizing the approaches and priorities of the state policy in the sphere of organization and development of vocational training; being guided by the development strategy and long- or medium-term purposes in the sphere of physical culture and sport in Russia, the Academy identified the following priority areas of development:

- personnel training in the field of physical culture and sport, having all the necessary modern competencies;

- scientific research and innovations in the field of physical culture and sport, particularly in the sports reserve training system;

- training of stable, high-quality sports reserve and highly skilled athletes;

- integration into the global and domestic space of the industry: monitoring, accumulation, analysis and dissemination of information, best practices and experience in the field of physical culture and sport.

The Academy Development Program can be effectively implemented in case of meeting the following conditions:

- support from the Ministry of Sport of the Russian Federation and the involvement of the Academy in federal programs and projects in the sphere of physical culture and sport as a participant in the basic processes, receiving support from the federal budget, and as an executor of the state order in the sphere of development of education, science and training of sports reserve;

- active participation and interest in the cooperation on the implementation of the program of development of the academy with the public authorities, organizations and institutions in the field of physical culture and sport at all levels and making the Academy one of the main strategic partners;

- preparation of proposals for the involvement of the Academy as a participant in the federal and regional programs for the development of physical culture and sport with the appropriate resource support from the federal budget and the budgets of subjects of the Russian Federation;

- development of the activity of the academy in order regarding the attraction of extra-budgetary resources based on the expansion of the range of paid educational and sports services provided, participation in the grant activities and competitions which involve financial support.

The consolidation of the educational-scientific and sports infrastructure in the structure of the Academy will contribute to achieving the maximum synergetic effect in the usage of these facilities, as a part of the government policy, and challenges faced by the sports industry; to providing training of teachers and sports staff, who could generate and implement ideas, conduct educational, scientific and sports activities in compliance with modern international standards.

Thanks to the implementation of the development program the academy will pass on to the next, higher level of operation. The Academy is to become one of the leaders in the field of training of staff and sports reserve, development of science and innovations and a striking example of the positive heritage of a world-class sports event.
