Optimization of master's training in physical education sector in context of educational management

Introduction. Over the past decades, there has been an obvious interest in master's training as a special level of higher Russian education. The trend is understandable, since initially (since the introduction of the Institute of magistracy in Russia by Decree of the Ministry of science of the Russian Federation dated 13.03. 1992 № 13 "About introduction of multilevel structure of higher education of the Russian Federation"), the magistracy designated as the highest level of multi-level educational system [1]. In our opinion, the implementation of master's programs in the field of physical culture, being one of the priority areas of sectoral development, is experiencing the need to introduce innovative proposals aimed at optimizing the master's social and educational space.
The purpose of the research is to consider the feasibility of implementing the principles of educational management in the process of sectoral master's training.
Research methods and organization. Analysis and generalization of research literature, normative and legal sources; pedagogical observation; systematization and classification of data of pedagogical monitoring of master's training in the field of physical culture; pedagogical design and modeling.
Research results and their discussion. The results of the research (2015-2020) conducted on the basis of the Smolensk state Academy of physical culture, sports and tourism on optimizing the activities of branch master's degrees allowed us to create an experimental model for training undergraduates based on the principles of educational management. The conceptual provisions of the author's approach are based on taking into account the following components of the educational environment of master's degrees: regional; selective (exclusivity and small number of master's students); status; organizational and managerial (features of the implementation of master's programs in different universities), socio-cultural (specifics of the master's society).
The key idea of the model was to use educational management as an effective means of optimizing the process of master's training in the field of physical culture. The content of the concept of management is effectively used in the practice of various social institutions, which are based on subject-subjective interaction. This approach, in our opinion, makes it possible to achieve two main goals of educational activities in master's programs of sectoral universities: to achieve personal satisfaction of master's students with educational activities during the period of study; contribute to the increase in the social significance of master's education in each specific university and in the system of higher education as a whole. Thus, there is a synergistic interaction between the two components of educational management – the harmonization of the personal component of the learning process and the overall development of the industry system for training undergraduates.
Conclusion: An experimental approach based on the principles of educational management allows sectoral magistracies to successfully mobilize internal reserves, effectively use the external potential of the educational environment of universities, create the prerequisites for the successful adaptation of master's graduates to the conditions of the modern labor market.
