Summary. The purpose of the study is to develop conceptual approaches to defining the concept and peculiarities of taking into account the principle of interests of all citizens in the development and implementation of federal programs for the development of the physical principle of culture and sports
Methodology and organization of the study. The study was conducted on the basis of the Institute of State and Law of the Russian Academy of Sciences. The methodology of the study was based on the application of historical, logical, dialectical techniques and methods of scientific knowledge, as well as the method of social and legal interpretation of the terms studied, which makes it possible to formulate definitions of the concepts of their content in the field of physical culture and sports.
Results of the study and their discussion. In the analysis of special literature on issues of physical culture and sports, the hypothetical concept put forward by us of the principle of taking into account the interests of all citizens in the development and implementation of federal programs for the development of the physical principle of culture and sports of effective implementation finds its affirmation in a number of scientific works.
It has been established that the consolidation of the basic principles and provisions of State policy in the field of physical culture and sports in acts of supreme legal force allows to create guidelines for the State as a whole, for the subjects of the Russian Federation, local self-government bodies, federal executive bodies, to form targeted programmes at various levels taking into account the established main directions of domestic and foreign policy of the State in this sphere. The effective implementation of the principle explored in our article will be one of the guarantees of Russia 's real transformation into a social state.
