Formation of strategy of development of regional system of continuous physical culture education

Introduction. The National Doctrine of Education in the Russian Federation covers education reforms for the period until 2025. The focal area of these reforms is secondary school, as the primary social institute, and vocational education institutions comprising modern education, cultural, research and industry centers [1, 4]. However, the National Doctrine of Education does not consider practical organizational and pedagogical solutions, ways and means of tackling the reforms. To our opinion, according to the practical data analysis, these solutions, ways and means comprise regionalization and consideration of social and economic requirements of the education sector.

Following the regional experts, the current situation in the vocational education system might be the result of the whole education system structure being mostly based on the classical theories and highly specialized disciplines [2 3]. As a consequence, the education system can be described as having the following drawbacks: firstly, it lacks the practice-oriented and projective features, since it is focused on traditional research methods, rather than innovative ones; secondly, it lacks systematicity.

The educational system of the Sakha Republic is undergoing significant changes: various educational institutions are being established, integration processes are being conducted within educational and vocational institutions of different types, effective pedagogical techniques are being searched for, etc.

The purpose of the study was to establish and provide theoretical justification for the technological process of continuous sports education and its development in terms of regional specifics of the Sakha Republic.

Materials and methods. Experimental data are based on the analysis of vocational education institutes of physical culture and sport: Republican Specialized Institute of Olympic Reserve named after R.M. Dmitriev, Yakutsk and Vilyuy Pedagogical Colleges, Institute of Physical Culture and Sport of North-Eastern Federal University named after M.K. Ammosov.

The conducted experimental study reveals that effective organizational-educational conditions for sports education are provided through complex (combined objectives, principles, content, forms and methods of education), system (educational process considered in terms of academic activity, supplementary education, external environmental factors), personal (consideration and recognition of students’ rights for identity, singularity and uniqueness) and activity approaches (students’ involvement in various activities aimed at character education and personality development). 

Technological principles of sports educational process were tested at the formative stage of the experiment. The requirements of conscious and active attitude, considering clarity of instruction, availability, concentration and individual-based approach, pursuance of humanism principles, continuity and efficiency are being implemented at physical education classes. The specific principles include increase of physical load and achieving maximum result. The consistency of curricula and courses in the multi-level system of continuous sports education and the whole educational environment is accomplished through consistency of training stages, variety of teaching methods and learning content and integration of theory and practice.

In accordance with the above, the framework of regional continuous physical education system was developed.

In terms of the systematized framework concepts and ideas, the complex model of continuous physical education in the Sakha Republic was developed. This model determines new organizational training methods for regional specialists in the field of physical culture and sport, modern approaches to learning content and educational process. According to the model, pre- professional training of students in specialized sports classes is considered as a propaedeutic stage of continuous sports education.

Pre-professional training programs being implemented ensure successive actualization of the overall objective of continuous sports education in Physical Culture and Sports, conscious choice of the PE teacher's profession by secondary pupils, a large number of talented prospective university (college) students [5]. 

The findings reveal the upward trend (by 9 to 15 percent) in the professional establishment of pupils in the study group, compared to the reference group, where the growth was only 5 percent on the average. The attained results suggest that implementing the conceptual framework of professional activity formation in view of methodological support provided in the personality developing educational process contributes to an improvement of professional establishment and individual competency of pupils.

The experimental study proved the necessity of professional applied physical training of future subject teachers.

Conclusion. The regional system of continuous sports education represents a set of interacting factors and requirements: tendencies of regional educational scenario development; national and cultural traditions; consistency of curricula and state educational standards; various regional educational institutes implementing these programs and standards; local authorities in the education sector, specifically, in physical culture and sport, and institutions and organizations within their jurisdiction.

Improving the structure, content and technologies of continuous sports education to ensure high quality education can be implemented by: analyzing the status of sports education; trends of its sustainable development in the Sakha Republic; by developing a model disclosing the strategic objectives of development of sports education and stages of its implementation.

Organizational and regulatory principles of the system of continuous sports education are ensured by addressing the issues of sports education through consistency of purposes, objects with variety of techniques, methods and solutions. Based on scientific research organizational and administrative institutions determine the personnel (PE teachers) demand of the Sakha region, taking into account needs and demands of the residents, socio-economic mechanisms standing for functioning and operation of specialist training institutions in the field of physical culture and sport.

The key factor of the quality of sports education, providing its efficiency, is consistency and interrelation of the following aspects: federal and regional educational programs and state educational standards; regional sports educational institutions and state and public educational organizations and institutions, public health services, physical culture, scientific research laboratories and sports organizations.

The issues of improving curricula and programs in terms of the multi-level system of continuous sports education and establishing an integrated educational environment are addressed through consistency of educational stages, strategic planning of the educational process, by considering stages of personality development, variety of teaching methods and content of education, integration of theory and practice of physical culture and sports development, promoting healthy lifestyle among the residents.

In the modern context, the key tendency of development of sports pedagogical education is prioritizing healthy living, which requires restructuring vocational and advanced training courses for teachers.
