The number of publications, citation of them, different indices of publication activity have recently been actively used by management agencies to assess the effectiveness of scientific and research activities of many institutions, research groups and individual researchers [3, 8]. For example, Hirsch believes that in physics (and in reality of the U.S.) the h-index equal to 10-12 can serve as one of determining factors for deciding to grant a researcher the permanent job at a major research University; the h-index equal to 15-20 corresponds to the membership in the American physical society; the h-index equal to 45 and more may indicate the membership in the National Academy of Sciences of the USA.
Thanks to the monitoring of research productivity the achievements of leading scientists can be evaluated and organizations can be ranked based on their contribution to sports science. Due to the latter, the evaluation of the scientific achievements of Teacher Training Institute of Physical culture and Sport MCTTU in the form of an analysis of the Hirsch Index detected via the Russian science citation system has not only the informative value as it compares the research productivity of the teaching staff of various sports universities in the country, but also facilitates the development of promising directions for further research in the division and points to the formation of scholar schools within the Institute [1, 2, 4-5, 6, 7].
Despite the discussions of reliability and efficiency of criteria to compare research activities, scientometric indices are the most commonly used indicators in the evaluation of the quality of intellectual work [8]. These indicators are not very difficult to determine if to apply to the scientific electronic library elibrary.ru and to estimate the Russian science citation index - RINTS for each teacher or organization [3]. For example, the Russian Academy of Sciences recommends to evaluate the effectiveness of research organizations by the number of publications done by scientific workers of the organization in RINTS related to the number of researchers; the citation by the number of references to the works of employees in the RINTS related to the number of researchers, including both the database of foreign scientific and technical publications and the database of national publications included in the list of the Higher Attestation Commission of the Ministry of education and science of the Russian Federation. A scientist has an index h, if h of his Np papers is cited at least h times each, while other (Np - h) articles are cited no more than h times each. So, if a particular researcher published 100 articles, each of which has only one link, his h-index is equal to 1. The same will be the h-index of a researcher who published only one article that is cited 100 times. We should note that the scientometric indices - RINTS, Hirsch, calculated for the same person using different databases will be, generally speaking, different, and will depend on the scope of the selected database. So, for example, Hirsch index can be calculated with and without taking into account self-citation; it is assumed that if to avoid the links by authors to their own articles the results will be more objective.
It is important to consider the fact that the RINTS database contains information of not all scientists and all journals and articles, but only of those registered in this database. It is noted that the scientific electronic library does not contain the specific information about the publication activity of Teacher Training Institute of Physical Culture and Sport as a separate structural unit of MPU but provides information for MPU in general. There is another important fact that many of the teachers are registered in the database as employees of several organizations, including previous places of employment and part-time employees, and it affects the final science citation index of the organization, it respectively raises or lowers it and it is impossible to clarify this situation in principle and by definition. Due to these circumstances all Universities in the country cannot be compared according to the uniform criteria of publication activity of the faculty. But this assessment can be done by choosing corresponding figures of the science citation from elibrary.ru for each teacher separately in the field of physical culture and sport and then making the overall citation distribution depending on the number of publications for all employees of the University, registered in the Russian science citation index (according to the portal elibrary.ru [3]).
This was done for all 65 teachers of PIPCS who have a degree. It turned out that in total 14 staff members are registered for PIPCS in the RINTS (elibrary.ru). In the first phase a list of employees was made based on the information from the official site elibrary.ru (Table 1). The surname and the initials of each employee were recorded in the search field of the library request with the field of work "physical culture" or place of work "Moscow pedagogical University". If the employee is registered in the library, the number of his publications and citations and Hirsch index are indicated in the table. In case of absence of publications or registration, the line was not filled in.

Then the Hirsch index for the organization, Teacher Training Institute of Physical Culture and Sport of MCTTU, was calculated. To determine the Hirsch index, articles were located on decreasing according to the number of links to them. The analysis of the publication activity of each employee was carried out. For these purposes, the publications of authors were ranked by the number of citations: the number of publications quoted once, twice and so on, until all the publications were taken into account. The example is given in Table 2. The Hirsch index is equal to the number of articles, number of citations of which coincides with its number. Usually, the distribution of the number of publications N(q) depending on the number of their citations q in a very rough approximation corresponds to the hyperbola: N(q) ≈ const × q-1. The coordinate of the intersection of this curve with the straight line N(q) = q is the Hirsch index.

Based on these data for this group of employees we have determined that the total number of publications in the RINTS is 267, the number of citations in the RINTS is 440 and we calculated the Hirsch index which got equal to 9, or 11 if counting publications of part-time employees [8]. Thus, using the obtained results we can compare the scientific activity of the faculty of PIPCS of MCTTU with the corresponding figures of other sports Universities in the country that are presented in the form of RINTS data (Table 3). The ranking in this table was first performed based on the Hirsch index with part-time employees, and then without them.

Thus, despite the lack of "official" data in the RINTS on the publication activity of PIPCS as an independent educational institution, it takes quite a decent sixth place in the ranking of sports Universities in our country. But at the same time, the indicators of publication activity can be higher than calculated, since not all the employees of the Institute are registered in the scientific electronic library elibrary.ru (RINTS).
