Objective of the study was to identify the features of the development of the system of children's and youth sports in Norway.
Methods and structure of the study. This work took an institutional approach to the study of the youth sports system in Norway, using analytical methods, case studies and generalization.
Results and conclusions. The uniqueness of the Norwegian system of children's and youth sports lies in the application at the state level of a special approach and policy to the development of children's sports, including: ensuring the principle of enjoying sports, the absence of competitive competition, encouraging participation in various sports and extremely late specialization, as well as favorable socio-economic conditions that promote wide participation of children in sports, regardless of the socio-economic status of the family. All this together allows Norway to maintain the status of a leading world sports power, whose athletes demonstrate high achievements not only in winter but also in summer sports, and children en masse engage in various sports, and do it with pleasure.

Keywords: children's and youth sports, children's rights in sports, Norwegian experience.
