Analysis of GTO complex implementation results in Perm territory

Background. Pursuant to the RF Government’s Decree #1165-r of June 30, 2014 “On approved action plan for the phased reinstatement of the Russian Physical Education and Sports “Ready for Labor and Defense” GTO Complex”, the fourth stage of GTO Complex has been implemented since 2018 in every Russian population group, with a special priority to the GTO Complex Reinstatement Project progress monitoring with comparative analyses of the progresses in the regions and key municipalities of the Russian Federation [3]; with such an analysis needed for timely responses to the upcoming problems and assessments of the local progress trends and accomplishments in the GTO Complex reinstatement efforts [1, 2].
Objective of the study was to make a GTO Complex Reinstatement Project progress analysis for the Perm Territory.
Results and discussion. As reported by the website of the Ministry of Physical Culture and Sport of the Perm territory in Form #2-GTO (Statistics section), the actively sporting Perm Territory population is estimated at 39% of the total at present and forecasted to grow to 42% by 2024 [4]. As for the GTO Complex Test qualifiers to the total tested population ratio (test success ratio), it was reported at 45.2% in 2018, with the forecast growths to 45% and 50% in 2019 and 2024, respectively [4]. Given in Table 1 hereunder is the comparison of these progress rates versus the other constituents of the Russian Federation.

The first thing we should note is that the constituents have reported both progresses and regresses in their local GTO Complex Reinstatement Projects. Thus the Voronezh Oblast made progress from the 17th place in 2017 to 1st place in 2018 and still holds the lead; whilst the Pskov Oblast, Lipetsk Oblast, Khanty-Mansi Autonomous Okrug and Kabardino-Balkarian Republic reported regresses for the period.
As of 01.10.2019, the Perm Territory made progress from the 56th to 48th place on the federal GTO Complex Reinstatement Project progress scoreboard, although this progress can unlikely be interpreted as a great success knowing the great sporting traditions in the territory. The local statistics report the local popular physical fitness rates being lower than in many other RF constituents (51st place only). This means that the Perm Territory government needs to thoroughly analyze the reasons for the GTO Complex Reinstatement Project progress being lately stalled.
Analysis of the regional statistics shows that the leading regions often make resort to unconventional physical education and sports models to lure people to the GTO Complex Reinstatement Project. It should be recognized that the Perm Territory government policies prioritize such efforts as well. It has been complementing the traditional GTO Complex Reinstatement Project events (GTO festivals, GTO Cups, theoretical and practical conferences, GTO Complex promotion actions, mass-media campaigns etc.) by new popular GTO programs including: “Together with the GTO”; “GTO Face”; “GTO Family Code”, “Mom, Dad, I – GTO family!”, “Way to the GTO badge” quest game, etc. These initiatives, however, are often slowed down by the shortage of finance for the GTO promotion events. We believe it was the prime reason for the relative regress of the Perm Territory in 2018: see Table 2.

We believe that the federal and regional budgets shall be more generous and synergized for success of the GTO initiatives. One more reason for the stalled GTO Complex Reinstatement Project progress in the Perm Territory is the growing inactivity of every population group – as demonstrated by the fact that only 36.83% of the tested population (30,297 people out of 82,271) succeeded in the tests to win the GTO badges. Note that the GTO Complex Tests success rate in the Perm Territory is lower than the federal average (42.46%). And the fourth reason for the relative slow-down of the GTO Complex Reinstatement Project progress in the Perm Territory, as we believe, is the inefficiency of the efforts to lure secondary school students to the age-specific GTO Complex Class I-V Tests: see Table 3.

Thus the 5-7 grade students were the least successful in the age-specific GTO Class III Tests (see Table 4). In fact, only one out of nine students of these grades is tested and only one out of 20 wins a GTO badge.

To address this problem, the Tchaikovsky District government, in cooperation with the Tchaikovsky State Institute of Physical Culture, launched a special initiative to lure students to the GTO Complex Class III Tests in 2019. The initiative was designed to reverse the negative trend in the students’ interest in the GTO Complex Project: see Table 5.

Conclusion. The study found the following reasons for the relatively stalled GTO Complex Reinstatement Project progress in the Perm Territory:
- Need for a wider use of untraditional physical education and sports models to lure people to the GTO Complex;
- Shortage of the federal and local budgetary finance for the GTO Complex Reinstatement Project;
- Rapidly sagging popular physical activity and physical fitness in the territory;
- Little if any progress in the attempts to lure the secondary school population to the GTO Complex Tests (mostly Class III).
To solve the above problems, the local government is recommended to:
- Look for alternative sources of finance for the GTO Complex Reinstatement Project (grants, sponsors, etc.);
- Offer innovative physical education and sports models to lure different population groups to the GTO Complex Reinstatement Project;
- Launch an integrated GTO Complex promotion campaign in the local secondary schools (with a special priority to Class III group) to lure students to the GTO Complex training system and tests.

Methods and structure of the study. We conducted a comparative analysis of the results of implementation of the GTO Complex in the individual constituent entities of the Russian Federation.
